ICT innovation and startup development discussed in Azerbaijan

PESI Chairman Farid Malikov partook in TAIEX MultiCountry Workshop on ICT innovation and start-up ecosystems held in Baku, Azerbaijan December 6-7, 2017.

Attended by the public and private sector representatives from Azerbaijan, Eastern Partner (EaP) countries and the EU, the workshop aimed at providing an update on the state of play in the given area in the EaP region and in the EU as well as elaborate further actions and identify activities that are suitable for support by EU4Digital Network.

During the meeting, Farid shared his expertise and provided suggestions geared to address the challenges of digital transformation and streamline the use of innovative digital technology in the EaP region.

He emphasized the need to promote better links and stronger collaboration between industry and academia with a view to coproduce innovation, drive public-private investment projects and meet demand for highly skilled labour in the light of technological change. Farid underlined the importance of state support for innovation, spoke about private investments in research and development to stimulate market innovations, implement novations into production, and thus increase share of high-tech industries in Eastern Partner countries. He focused on economic and financial incentives needed to stimulate demand for innovation and technology transfer as well as highlighted the role of targeted support services that are crucial to enhancing competiveness of high-growth enterprises.

Farid also touched upon improving innovation policy framework to create an enabling environment for attracting private investors to high-tech sectors, increasing access of innovative enterprises to public funds and venture capital, building clusters and connecting them to start-up ecosystem as well as protecting intellectual property rights so as to facilitate transition to a knowledge-based economy.

The participants had an opportunity to visit Bakutel 2017, the 23rd Azerbaijan International Telecom and Information Technologies Exhibition and Conference, held in the frame of High Technologies Week.

The workshop was organized in co-operation with EU4Digital and Directorate-General for Communications Networks, Content and Technology under the Technical Assistance and Information Exchange (TAIEX) instrument of the European Commission.
